A. Contract Awarded for Operating e-Cert Services

Since 2011, Hongkong Post has been outsourcing the e-Cert services of Hongkong Post Certification Authority (HKPCA) to Certizen Limited [翹晉電子商務有限公司] (the "current contractor"). The current contract will expire on 31 December 2019.

Hongkong Post has completed the procurement for the succeeding arrangement of HKPCA outsourcing service. The current contractor has been awarded a new 2.5-year contract for the period from 1 January 2020 to 30 June 2022. Hongkong Post can exercise the discretion to extend the contract by one year until 30 June 2023 when necessary. According to the existing contract arrangement, the contractor will be responsible for the full operating cost in providing the e-Cert services and is entitled to receive subscription fees for various types of e-Cert from the subscribers.

  1. Will there be any change to the subscription fees for e-Cert due to the new contract?

    Starting from 1 January 2020, Certizen Limited will adjust the following promotional discounts on the e-Cert subscription fees under the new contract until further notice:

    For e-Cert (Organisational) without "Mutual Recognition" status, the promotional discount on its subscription fees will be cancelled as follows:

    For e-Cert (Encipherment), the promotional discount (i.e. the annual subscription fee discounted from the original HK$150 to HK$21 per certificate) will be adjusted. The annual subscription fee for e-Cert (Encipherment) will be adjusted from HK$21 to HK$24 per certificate.

    For e-Cert (Server) with "Wildcard" feature, the promotional discount on the subscription fee will be provided as follows:

    For e-Cert (Server) (without "Wildcard" feature and "Multi-domain" feature), the promotional discount on its subscription fee will be cancelled. The annual subscription fee for e-Cert (Server) (without "Wildcard" feature and "Multi-domain" feature) will therefore be resumed from HK$2,250 to the original price of HK$2,500 per certificate.

    The administration fees of the e-Cert certificates will remain unchanged. The subscription fees of all other types of e-Cert certificates will also remain unchanged.

  2. Will there be any new types of e-Cert provided under the new contract?

    Apart from the provision of the existing types of e-Cert, new type will also be issued for the electronic identity (eID) initiative of the Government under the new contract.
